This is a handmade reusable bag - made by Cici's mom. The handles are built into the fabric and reinforced, so they are VERY strong. I use these bags for groceries (even heavy milk!), library books, books for school, papers and medical files! The design is called Xochimilco, because it reminds me of the canal city near Mexico City.
